Special Legal Literacy Camps for Officials at Grass Root Level

Special Legal Literacy Camps for Officials at Grass Root Level to apprise them about their legal rights and create mass awareness were organized on 23.1.2010, 6.2.2010, 13.2.2010, 6.3.2010 and 13.3.2010 by District Legal Services Authorities, Karnal, Faridabad, Palwal, Fatehabad, Gurgaon and Hissar and Sub-Divisional Legal Services Committees, Ratia, Hansi and Hathin respectively.  A Rural Lok Adalat was also organized in village Bhuna(Karnal) in which 32 cases were taken up out of which 22 cases were settled.

Students Legal Literacy Mission (SLLM)

Haryana State Legal Services Authority in collaboration with Education Department of Haryana has opened Legal Literacy Clubs in 1444 Senior Secondary / Secondary Schools and 75 Govt. Colleges and 96 Govt. Aided Colleges.

To give impetus to the project, competitions of students were organized in essay writing, declamations, poetry recitation and paintings at school/college level and about 15000 college/school students took part in the said competitions.

 

Thereafter, the competitions were held at each District level where almost 1200 students participated in 20 districts.  The winners of the district level competitions competed at Divisional level i.e. Ambala, Rohtak, Gurgaon and Hissar.  The winners of divisional level competitions were given prize of Rs.5,000/-, 4,000/- and 3,000/- for the first, second and third prize in each category.  The host colleges were granted a contingency of Rs.1000/- for holding these competitions.

 

The winners of Divisional level competitions competed in various events on 5th February, 2010 for State level competitions at Kurukshetra University, Kurukshetra.

 

The State level function was held on 6th February, 2010 at Kurukshetra and winners were awarded prizes of Rs.11,000/-, 8,000/- and 5,000/- for the first, second and third prizes respectively.  Besides this Gold, Silver and Bronze medals were also given to the winner students.

 

Hon’ble Mr. Justice D.K. Jain, Judge, Supreme Court of India was the Chief Guest and Hon’ble Chief Justice Punjab and Haryana High Court presided over the function.  About 500 college students, 1500 school students participated in the state level function.  Some Hon’ble Judges of Punjab and Haryana High Court, all the Chief Judicial Magistrates-cum-Secretaries, District Legal Services Authorities of Haryana, Officers of Secondary Education and Higher Education Department also attended the state level function held at Kurukshetra on 6.2.2010.

 

Legal Literacy Camps on the occasion of Women’s Day

Women’s Day was organized in the State of Haryana on 8.3.2010.  A seminar to apprise the women about their legal rights and create mass awareness was organized at Jagadhari which was attended by District & Sessions Judge,  Deputy Commissioner,  Addl. Superintendent of Police,  Addl. District & Sessions Judge, Judicial Magistrates, Yamunanagar and other officers of the Administration. Special Lok Adalat to dispose of cases related to women was also held in Judicial Complex, Yamunanagar at Jagadhari wherein 37 cases of various categories were taken up. Out of which 15 cases of various categories i.e. 1 MACT case, 10 cases under Hindu Marriage Act, 1 Civil Appeal and 3 cases under section 125 Cr.P.C were disposed of by way of settlement.
               

The Legal Literacy Cells of Vaish Mahila Mahavidyalya and the Govt. College for Women, Rohtak also organized legal literacy camps on March 8, 2010 on the occasion of International Women’s Day.  The eminent lawyers of District Courts, Rohtak imparted basic knowledge to the students. They covered different legal areas such as Protection of women from Domestic Violence Act, Dowry Act, Sexual harassment at work place, provisions of Cr. P.C. etc. 
 

Legal Awareness Camps for imparting knowledge to the women regarding their rights as well as for protection of their rights were organized in the State of Haryana. On the occasion of International Women’s Day, empanelled Advocates visited the Schools and Colleges for girls/ women, villages, Colonies, Anganwari Centres and other important places to aware the women about the various Acts including the Legal Services Authorities Act, 1987

            

On the occasion of International Women’s Day, poetry reading programmes, debate competitions were organized by the students and they expressed their strong views on many issues related to women such as female foeticide, eve teasing, dowry system, domestic violence and gender discrimination etc.   Essay competitions were also organized in which  number of girls expressed their views on the status of women in modern society, corporate world while others expressed their anxiety on the issues such as less number of women in parliament, decreasing percentage of girls, illiteracy, eve teasing etc. Wide publicity was also given in the leading newspapers in the State of Haryana.

 

48 Legal Literacy/Legal Awareness Camps/Seminars were organized in the far-flung and remote areas of the State of Haryana. 

 

8th All India Meet of State Legal Services Authorities held on 13th and 14th March, 2010 at Chandigarh Judicial Academy, Chandigarh.

The 8th All India Meet of State Legal Services Authorities was held at Chandigarh Judicial Academy, Sector-43, Chandigarh on 13th and 14th March, 2010 which was inaugurated by Hon’ble the Chief Justice of India.  The said meet was attended by the Hon’ble Supreme Court Judges, Chief Justice of Punjab and Haryana High Court, all the Hon’ble Executive Chairpersons and Member Secretaries of State Legal Services Authorities of India, Members of National Legal Services Authority and Hon’ble Judges of Punjab and Haryana High Court.  Besides them, the said meet was also attended by all the District & Sessions Judges, Chief Judicial Magistrates and Chairmen, Sub-Divisional Legal Services Committees of Punjab, Haryana and U.T. Chandigarh

Seminar on Protection of Women from Domestic Violence Act.

Seminar on protection of Women from Domestic Violence Act was  organized  on 20.3.2010 by District Legal Services  Authorities and Sub-Divisional Legal Services Committees in the State  of Haryana to apprise them about their legal rights under the Act.

 

Special Lok Adalats  for Labour   Cases

Special Lok Adalats for labour cases were organized on 27.3.2010 in all the Industrial Tribunals-cum-Labour Courts in the State of Haryana.  In these Special Lok Adalats 360 cases were taken up out of which 191 labour cases were settled and an amount of Rs. 27,11,867/- was awarded to the concerned workers/their dependents/heirs.

 

ACTIVITIES CARRIED OUT BY HARYANA STATE LEGAL SERVICES AUTHORITY DURING THE PERIOD FROM 1ST JANUARY TO 31st MARCH, 2009

 

Lok Adalats

During the period from 1st January to 31st  March, 2010, District Legal Services Authorities and Sub-Divisional Legal Services Committees under the guidance of Haryana State Legal Services Authority organized 63 Lok Adalats/Special Lok Adalats throughout the State wherein 12,501  cases were taken up out of which 6,118 cases were disposed of by amicable settlement between the parties and an amount of Rs. 3,49,35,867/- was awarded as compensation to the claimants in 242 MACT cases and an amount of Rs.31,78,471/- was realized in 2 pending bank loan cases and 17 bank loan cases at pre-litigative stage settled therein.

 

Rural/Mobile Lok Adalats

During the period from 1st January to 31st  March, 2010, District Legal Services Authorities and Sub-Divisional Legal Services Committees under the guidance of Haryana State Legal Services Authority organized 88 Rural/Mobile Lok Adalats at village level for providing justice to the common man at his door step.  In these Rural/Mobile Lok Adalats 4,954 cases pending in the courts as well as at pre-litigative stage of the concerned village and adjoining villages were taken up. Out of which 2,919 cases were settled.

 

Permanent and Continuous Lok Adalats(Samjhauta Sadans)
During the period from 1st January to 31st  March, 2010, 4,156 cases were taken up in Permanent and Continuous Lok Adalats (Samjhauta Sadans) throughout the State of Haryana out of which 1,458 cases were settled and an amount of Rs.1,65,000/- was awarded as compensation to the claimants in 6 MACT cases and an amount of Rs. 2,82,611/-was realized in 16 pending bank loan cases and 56 bank loan cases at pre-litigative stage settled in Permanent and Continuous Lok Adalats (Samjhauta  Sadans).

Permanent Lok Adalats pertaining to Public Utility Services
During the period from 1st January to 31st  March, 2010, Permanent Lok Adalats for Public Utility Services established at the Revenue Divisional Headquarters, Ambala, Gurgaon, Hissar and Rohtak decided 1,039 cases (185 transport service, 456 postal/telegraph, 165 supply of power, 107 public conservancy, 111 insurance, 11 Banking  and finance and 4 cases of housing and estate) out of 6,049 cases taken up therein. 

Counseling and Conciliation Centres
During the period from 1st January to 31st  March, 2010, 9 cases were taken up by Counsellors and Conciliators in the Counselling and Conciliation Centres, which are being run at all the District Head Quarters in the State of Haryana out of which 1 case was settled.
 
Legal Literacy/Legal Awareness Camps/Seminars
During the period from 1st January to 31st  March, 2010,  523 Legal Literacy/Legal Awareness Camps were organized by various District Legal Services Authorities/Sub-Divisional Legal Services Committees in the State of Haryana with the help of Advocates, retired judicial/executive officers, social workers, law teachers and law students as resource persons and 16,404 persons were benefited by these Legal Literacy/Legal Awareness Camps.
 
Free Legal Aid
During the period from 1st January to 31st  March, 2010, 20 persons were provided with free legal services at Sub-Division level by Sub-Divisional Legal Services Committees, 763 persons were provided with free legal services at District level by District Legal Services Authorities, and 517 persons were provided with free legal services at High Court level by Haryana State Legal Services Authority.
